La régulation de l’urbanisme commercial : élus locaux versus promoteurs ?
This article addresses local politicians’ capacity to negotiate and regulate commercial urban planning in the face of developers. It uses a qualitative analysis of urban projects and planning documents from the urban intermunicipality of Strasbourg and the municipality of Chambourcy (Ile-de-France). This article shows that developers’ interests are far from prevailing directly, systematically or uniformly in urban governance.
