This article questions the partnership that develops between social landlords and private property developers during the production of social rental housing by the last. It suggests observing the consequences of the development of this mode of production called VEFA-HLM that opens a new negotiation stage between social landlords, private property developers and local authorities. It analyzes reconfiguration of actors’ logics in the production of housing and the city, in the direction of a growing incorporation of market rules.
