This paper links theorical and practical aspects of the urban and environmental planning, taking events and ideas on history not so presents in the generation formed by modernists lessons. Approaches the APA-an environmental protected area - as a vehicule for a better life quality, by zonningand managing plans, attending to causes, actors and the process itself. Takes the case of Ilha Comprida (Long Island), in the south coast of São Paulo, that congregates tipical elements of the brazilian ocupation and urbanization process, recquiring urgent and new solutions, when there is an apportunity to do it
