Novas perspectivas para gestão das cidades: Estatuto da Cidade e mercado imobiliário
Lack of the use of urban property for individual benefit lets the land market act as the major force structuring the city. Within this context, the urban poor are excluded from the benefits of urbanizationand makes its way into the city’s territory through irregular occupation. Facing such situation, this paper presents an analysis of the city of Curitiba, Paraná, from the standpoint of the land market and its relationship to the urban structuring process, in order to demonstrate how the capitalist city segregates and excludes that share of the population whose income does not allow them access to the formal land market. The paper analyzes the possibilities of Federal Law 10.257/01 – Estatuto da Cidade – to intervene on the logics of the land market, thus recovering the discussions about urban reform and creating prospects for the fulfillment of the city’s social function. Finally, this paper attempts to identify possibilities and limits of public policies on the production of space in order to contribute to the overcoming of the sociospatial segregation and consequently to the improvement of life conditions in the city.
