Plans have been completed in Soviet Union for construction of dam 427 km long across Caspian Sea, to solve adverse hydrologic conditions of its basin and halt continued fall of water level; proposed dam will raise level north of 45° North latitude to that prevailing in 1926, creating hydraulic head of 3.16 m above rest of sea estimated for 1970.
