Local limestone is used to build streets at low cost; city requires that all limestone used for base construction be at least 70% calcium carbonate with balance probably silica; also soil cement has been used successfully; porous subsoil eliminates need for storm sewer construction; more than half of Miami's streets have been constructed in this way.
