Located near Monteagle, Tenn, on U S Highway 41 on western slope of Cumberland Mountains, 4.1 mi project involves big cuts and fills mostly in solid rock; cuts are blasted 18 to 24 ft deep; 3/4 yd power shovel excavates rock and deposits it; bulldozer pushes rock over edge of cut, to form base of adjacent embankment; illustrated data on reinforced concrete box culverts.
