Construction of drilling island 1400 ft east of breakwater and 1 1/2 mi beyond tide line offshore of Long Beach; island will consist of circular steel structure 75 ft in diam, filled with sand, clay and rocks and capped with cement deck; will be constructed on ocean floor 42 ft below mean low tide; deck will be 18 ft above mean high tide; previous attempts to reach oil pool under Long Beach Bay are reviewed; map.
