Reference is made to author's previous article, indexed in Engineering index 1958 p 175; active water theory is presented; it attributes phenomena considered to stress condition in film of water surrounding cement grains when cement is moist; theory agrees well with several aspects of cement behavior in course of shrinkage and swelling; it also provides convincing explanation for creep.
