Sanitation must be considered in any system of town planning when sewage-disposal plans or sewer outfalls come outside municipal boundary; creation of metropolitan districts to amalgamate various sanitary units within given areas; regional planning now thinks of sanitation as regional and bound up with many other subjects and in this sense it is being placed on equal footing with regional highways, transportation parks, etc.
