Collapse of a building at Vincennes
Report of collapse of building which consisted of four exterior stone walls, and reinforced concrete floors supported at edges by full thickness of walls; in interior were two parallel rows of 8 steel stanchions for purpose of stiffening partition walls, which at time of collapse had not been built; stanchions were not connected with floors and gave them no support; failure is attributed to faulty design, defective foundations, and bad mortar, and not to defects in reinforced concrete or steel.
