Alberta Highway Dept enclosed three sides of final 3-ft gravel base of 2000-ft highway section in 1/2-in. asphalt membrane as means of water saturation control on road built across waterfilled area north of Calgary; as precautionary measure against possible puncture of membrane, pitrun gravel subbase was given light choke cover of sand; complete envelope was provided by 2 in. of asphaltic road mix; costs of supplying and laying asphalt 30c per gal.
