Calculation of electric moment utilizing quantum mechanics; relationship is derived between microscopic and macroscopic magnitudes, namely, between constant polarization of oscillators in molecule and permanent moment of rotating dipole on one hand, and dielectric constant on other; discussion of previous analyses.
