Legal and management limitations imposed by existing rights to extract groundwaters, and fragmentation of water service to lands overlying groundwater basin by many producing and distributing agencies and by existing water supply systems are examined; procedures for overcoming these limitations and achieving unified and coordinated operation of groundwater and surface water systems are investigated; recommended solution is presented.
