Method of taking deflection measurements on pavements in 2 stages; range-based Stein 2-sample procedure that is suitable for Benkelman beam deflection surveys making it possible to determine additional sample size in field by survey crew using tables or figures; desired length of interval for mean deflection can be prescribed for pavement deflection with unknown variance.
