Tehuantepec Isthmus considered as site for canal; it is proposed to cross isthmus by straight canal made up of two open ditches and tunnel through mountain; tunnel design; advantages of proposed Tehuantepec canal over that recommended for conversion of Panama Canal to sea level; map shows proposed route; 165-mi canal from Puerto Mexico to Pacific would cut 2000 mi off sea route from East Coast to West Coast ports of United States.
