Selection of components, specification of optimal operating policies, and role of streamflow forecasting are combined in single mathematical entity; based on widely accepted model for flow sequences, technique is developed whereby analyst can discern whether or not it is useful to include forecasting in operating policy; procedure makes extensive use of statistical theory and Monte Carlo analysis.
