Close observation indicates that very substantial number of reported adhesive failures in elastomeric pavement joint sealants e.g. urethane elastomers, are actually result of concrete failure of spalling; this spalling can be reduced by more careful protection and preparation of substrate; this paper is critical evaluation of past performance with close examination of reasons for failures and design proposals for improved performance, resulting in superior, long range concrete paving performance.
