Scheme is combined soil and surface water and was designed to provide for population of 30,000 living on 600 acres with rainfall of 1/4 in. in 6 hr and max of 1/9 in. in 1 hr; dry-weather flow is pumped at all states of tide and storm water is discharged by gravity at periods of low tide and by storm waterpumps at all other times; freezing process employed to permit safe excavation.
