Design concepts and description of construction of new Toronto City Hall and Civic Square; two office towers are vertical cylindrical shells stiffened by vertical piers and horizontal diaphragms of floor construction; between towers, council chamber is prestressed conical shell supported on cylindrical shaft; roof of chamber is circular dome with prestressed perimeter ring beam; results of wind tunnel tests that were performed on models because of unusual shape of tower structures.
