Pier extensions in Hudson River west of Island of Manhattan; hydraulic principles of waterway design; data indicating that successive encroachments on navigable fairway by extension of piers caused natural scouring of river bottom, increased cross-section area at substantial saving in dredging expense, and decreased tidal current velocities.
