Construction effect on accident trend
Large construction volume should not cause high frequency; trend of construction from 1923 to 1930 indicates volume increase of 50%; during same period accident ratios decreased by one-half their original figures; 1931 construction fell off sharply, but receded only to 1923 volume; frequency of accidents in 1931, however, was only one-third 1923 ratio.
