California's Div of Highways is building zoned embankment 383 ft high, from finished grade to toe of outside slope, about 900 ft long and 1300 ft wide at base; fill is part of 2.1-mi section of new road and is built in three zones; Zone A comprises 1.2 million cu yd of random material from cuts, free of topsoil and vegetable matter; Zone B consists of 900,000 cu yd of selected rocky and granular material placed at 93% relative compaction at moisture content 1 to 3 % below optimum; Zone C contains 200,000 cu yd of best rocky and granular material from cuts; performance of large-scale triaxial shear tests.
