Comprehensive system of procedures and controls to assure that structural conditions at each dam are satisfactory, that adequate instructions are available for proper operation and maintenance in emergencies as well as in normal conditions, and that responsible operating officials are prepared and equipped to meet whatever circumstances may develop; comprehensive reports are prepared and measures are taken to insure compliance with recommendations; program is now in progress to review flood hydrology for older dams to determine adequacy of spillways.
