Design and construction of new Civic Center at Pine Bluff, Ark, that features colonnade formed by 130 interconnecting precast concrete umbrellas, set on 19 ft high precast concrete columns, which divide reflecting pool and two garden courts; concrete tower in center is 100 ft high; umbrellas are unusual in size, weight, and shape; each cap is 16 ft square, 4 ft 6 in. deep, and weight approximately 33, 500 lb; each of columns to which balanced caps are connected is 12 in. square and weighs 2850 lb.
