Urban crisis goes deeper than outer shell visible to all; evolving society that has yet to take definite structure can not take settled form; lack of harmony emphasizes both urban forms and nature of society; in present concern for "rebuilding" or " renewing" cities little thought is paid to human individual; mechanistic age is doing its best to surround him in artificial environments and adjust him to them; suburbs are seen as playing fundamental role in future developments, with core-cities functioning as centers of government, entertainment and cultural activities and only limited commercial activities.
