Shongweni undertaking includes Vernon Hooper dam, situated on Umlaas River, 20 mi. from Borough boundary; maximum depth of water, 87 ft., creates lake with capacity of 2,600,000,000 gal.; dam equipment; actual capacity estimated by Borough Water Engineer, W. M. Campbell, as 35 per cent below original estimates; opinion is expressed that it is humanly impossible for any engineer to fix lower limits of river flow in South Africa.
