Repairs should include all disintegrated places in surface; base failures; distortions in surface and in filling cracks; all disintegrated surfaces or revelled areas should be cut away to point where paving mixture is in satisfactory condition; distorted areas can only be satisfactorily repaired by cutting out fold material and repairing with new; cracks in asphalt pavements should be thoroughly cleaned out and filled with asphalt cement; any organization for asphalt repair should include emergency crew to repair in surface as they develop.
