Report on construction work involved in turning Columbia River at McNary Dam; to close upsteam part of second stage cofferdam, entire flow of river must be forced through 12 low blocks in sections of spillway, each 50 ft wide, built within first stage cofferdam; lowest flows anticipated are within range of 75,000 to 100,000 cfs; final closure must be made against 17 to 20 ft head in rock channel 40 to 60 ft deep at low water.
