Prior to 1939, sewage was being discharged untreated into Ohio River; investigation of procedure as health menace was undertaken so that adequate steps could be taken to provide disposal facilities; part of this investigation was gaging and sampling of city's sewage; work was unique in several respects, particularly in manner of keeping continuous record of discharge by means of flumes constructed directly in sewers.
