Training schools and stations for U S Coast Guard, U S Maritime Service and medical center for U S Public Health Service were established at site formerly occupied by amusement park and summer cottages; fireproof construction adopted, economy being obtained by simple type of concrete block and concrete frame construction; heat provided by power plant in which marine boilers were installed to facilitate training of seamen.
