Work was carried out in three stages consisting of building of lock inside 550 m long sheet pile cofferdam, building of downstream outer harbor inside second 300 m long cofferdam after recovery of part of first enclosure, and building of upstream harbor in open water from sheet piles used in first two stages; difficulties posed by nearness of old lock kept in service and to necessity of carrying out works in successive stages are discussed.
