Redevelopment program for Hartford, Conn, includes 13-story elliptical building, 18 and 20-story office buildings, underground parking space for 1800 cars, 5-story structure rising from retail shopping area, 315-room multistory hotel and several other projects; new highways, flood control system, relocation of existing water and sewer lines and construction of new storm and sanitary lines increase effectiveness of program in preventing physical decay and scouring of city's economic base.
