1 1/4 million cu yd of earth were placed in embankment under strict controls; to secure desired uniformity, road test staff set up program necessitating designing and building of special equipment to keep pace with construction machinery; success of control and testing program is evident from fact that few block lifts were rejected; compaction control was better than was expected.
