Method is presented in which load factors against all possible modes of structural collapse and against yield of all critical sections are prescribed; design plastic moments are some fractions of elastic envelope moments under specified ultimate load; design problem consists of solving system of linear equations or inequalities expressing limit conditions in terms of scale factors of elastic envelope moments; principles of simple plastic theory can be used for finding feasible limit design solutions; two examples illustrate application of method to building frames.
