In 1940-1941, hearings followed petition to U S Supreme Court by State of Illinois for temporary increase in diversion from Lake Michigan; inquiry was directed to ascertain effect of odors from large pool in heart of Joliet, Ill, on health, remedial measures available, and condition of sewage treatment works of Sanitary District of Chicago; Special Master held that no menace to health was proved and Supreme Court denied petition.
