Saving steel in reinforced concrete design
Author proposes prompt modification of Institute's Building Regulations for Reinforced Concrete (ACI 318-41) in furtherance of proposed National Emergency Code for conservation of steel and other strategic materials, chiefly for defense construction; and that working stresses be liberalized, live loads reduced, plain concrete encouraged and most modern methods of design applied.
