In all recently constructed arterial roads it has been practice to lay down concrete foundation; where old surfaces proved good, and side levels were unaffected, concrete was laid directly on top; areas which showed tendency to weakness, and all similar virgin ground incorporated for widening purposes, had concrete reinforced, while all made-up areas were specially reinforced.
