Design of higher earth dams must not neglect pore water pressure; pore pressures increase at same rate as overburden pressures, thus endangering stability of slope; estimating this pressure by laboratory tests is insufficient; it is suggested that all large earth dams should be "designed as you go" with constant attention paid to progress of pore pressure.
