Most of project has been built in dry; navigation lock, spillway dam, powerhouse, concrete nonoverflow sections, and fish ladders were built on high flood channel on Washington shore; area was inundated only about 4 mo of each year during spring flood season; closure dam is rock and gravel fill, blanketed on upstream side with relatively impervious sandy gravel; structure will be 2000 ft long with max height of 285 ft.
