Boston's new City Hall will stand on spacious, terraced plaza paved in red brick; facade of rectangular building is unsymmetrical except for top 2 stories; lower stories, 7 on one side, 4 on opposite, are formed with massive concrete walls set perpendicular to side of building and irregular cantilevered balconies projecting unevenly from building; although elevations are unconventional, building is based on strict modules of 2 ft 8 in. and 4 ft 6 in.
