Since decree of German Government Traffic Minister of Oct. 15, 1927, term, high-test cement (hochwertiger Zement) has assumed definite meaning and should be used to designate cement which meets all requirements of German specifications and possesses even greater strength than ordinary standard cement; term does not apply to natural and alumina cements; former have not been standardized; alumina cement has not yet been incorporated in German standards, but has been accepted as high-grade cement in specifications covering reinforced-concrete construction.
