Planning of regional area should include control of water supply, sewage-disposal parks, zoning, etc.; essentials to preparation of regional plan; goal of regional planning is unified region with efficient and comfortable means of getting from place to place, region offering healthy living conditions, region governed and maintained at minimum cost because functions of municipal life are placed where they best serve their purpose.
