Cook County, Ill, applied sulphate liquor, waste product from pulp and paper mills, as road base stabilizer; pressure distributor applied liquid in increments of 0.5 gal/sq yd; unsurfaced roadway consisted of 12-in. base of traffic found pit-run gravel; test results indicate waste material and aggregate compact to dense and uniform surface; county will use it to stabilize bases before applying bituminous mix.
