Two Debye bipolar absorption bands in RF range of artificial portland cement are studied; band M moves as function of time and corresponds to activation energy of 0. 10-0.20 ev; stationary band F shows maxima situated between 120 and 160 K, which correspond to frequencies increasing from 0.1 to 100 kc.
