Rural development and the evolution of regional planning in Botswana: the implementation of national policy in Ngamiland district
Abstract Many governments in developing countries have made attempts to decentralize rural development planning. The arguments in favour of decentralization are manifold, but the following are the most prominent: the improvement of efficiency in the organizations and cost-effectiveness of their activities; the increase in participation of the local population; the greater attunement of policy measures and development activities to local circumstances and the increase of political stability in a country. After independence, the Government of Botswana attempted to decentralize development planning to the district level. In this article we analyze the effect of this attempt on the Ngamiland district against the background of the evolution of national policy and the country's main development problems.
