AbstractThe 1980s has been a decade of macroeconomic adjustment. The impact of this has fallen most heavily on cities, where reductions in public expenditure have had serious effects. Yet without adequate infrastructure and services cities cannot fulfil their productive potential and contribute to social and economic development. Policy makers must begin to pay attention to the city as a unit and formulate explicit policies for its growth and management; failure to do so will exacerbate urban unrest and be detrimental to the whole national economy.
