An alternative path to seismic torsional provisions
Abstract An alternative scheme is proposed for estimating the equivalent static seismic eccentricity in buildings with torsionally unbalanced distributions of mass and stiffness. The concept of effective eccentricity is introduced in place of the concept of dynamic eccentricity so that the edge lateral displacement and not the torsional moment is matched with the corresponding quantity calculated in a dynamic analysis. It is shown that for a building with a given static eccentricity the effective eccentricity is less than the dynamic eccentricity. A procedure is suggested based on the effective eccentricity concept enabling the displacements at different plan locations of an asymmetrical building to be determined. Comparisons with the torsional provisions of Canada, Mexico, New Zealand, and the ATC3 recommendation show that the current provisions are nonconservative for buildings with small to moderate static eccentricities.
