Quasi-optimal pricing and the structure of urban transportation
Abstract This paper investigates a set of causes for the divergence of the actual (poor) position of urban transit from its optimal (pervasive) structure. The causes all involve a constraint on a transit agency to cover costs from revenues. In the context of a simple spatial model, quasi-optimal (Ramsey) prices, investment and service levels are computed for various organizational forms of a transit agency. It appears that it is not the revenue constraint, but rather a jurisdictional problem that disables transit; moreover, it may in consequence be best to rely on the private car alone to provide urban transport if that problem cannot be solved. Nonetheless, it is obviously worthwhile to try and identify organizational structures which would allow the optima derived here to be realized.
