Contradictions in policy making for urbanization and economic development
Planning in Papua New Guinea
AbstractAt independence the aims and goals of development in Papua New Guinea stressed decentralization and development of infrastructure and services throughout the country. The urban emphasis was on small towns and service centres. However, the political reality of decentralization concentrated power into the provincial capitals, resulting in the stagnation or decline of small towns; government policy has continued to play down the importance of the urban sector. The recession of the early 1980s damaged the rural sector, especially plantations and smallholder viability. Recent economic policy has stressed the development of economically viable enclaves and deemphasized egalitarianism of development aims. At the same time mineral exploitation is seen as a short-term development goal. New mining towns and services to the mining industry have created new jobs in the largest towns. Thus urban primacy is increasing along with urbanization.
